Richard J. Tomeny Jr.
Richard J. Tomeny, Jr., received his Bachelor of Science Degree in Business Administration from the University of
New Orleans in 1974 and his Juris Doctorate Degree from Loyola University in 1978. He was admitted to the
Louisiana Bar Association in 1978 and since that time he has extensive experience in Banking, Commercial
Litigation, Bankruptcy and Real Estate. While employed by Jefferson Guaranty Bank as Senior Vice President and
General Counsel, Mr. Tomeny established and managed the Legal and Special Assets Department of the bank;
responsibilities included problem loans, workout arrangements, loan structuring, commitment letters and loan
closings; handling litigation and collection work including foreclosures, suits to enforce payment of promissory
notes, bankruptcies, suits against the bank, and other bank related litigation; assisted in writing and implementing loan documentation manual; loan review policies and procedures; and participated in the training of loan officers, credit administrators, and other bank employees. He is experienced in all phases of problem loans, work-outs, debt restructure, loan agreements, commitment letters, commercial loan closings, bank loan documentation, compliance and collections, and extensive experience in bankruptcy case including Chapters 11 and 7.
He has experience in handling lender liability claims, officers’ and directors’ liability suits, fidelity bond and directors’ and officers’ bond claims; bank deposits and check collections; negotiable instruments; letters of credit and security devices; foreclosures; and collection suits. He has experience in all phases of Loan Closings and Loan Documentation, title examination, security devices and loan documentation including commercial, residential and SBA loans; approved by the U. S. Small Business Administration, the Jefferson Parish Development Corporation and various banks in the Greater New Orleans. From 1986 to 1988, Mr. Tomeny served as Special Counsel for First National Corporation; First National Bank of Covington, Louisiana; Century Bank in New Orleans; First Industrial Bank in Metairie, and Riverlands National Bank in Laplace.
Mr. Tomeny renders services in Chapter 11 bankruptcy reorganizations, commercial litigation, turn around management, debt restructure, business formation, business planning , wills, trusts, and estate planning for clients.
He has received an “AV” Preeminent rating from Martindale Hubbell. In the 2009 issue of the New Orleans
Magazine, Richard was listed as one of their top lawyers, as chosen by his peers. He is also a member
of the Louisiana Bar Association and Turn Around Management Association.
From 1983 through 1985 he was a guest lecturer for the Louisiana Banker’s Association on the topic of loan
documentation. He was a member of the Louisiana Air National Guard from 1970 to 1976 at which time he was
honorably discharged with the rank of Staff Sergeant.
